During the two sessions in 2023, Zeng Yuqun, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Ningde Times New Energy Technology Co., Ltd., submitted several proposals, including the Proposal on Accelerating the High Quality Development of Battery Energy Storage, the Proposal on Conducting Research on China's Power Battery Passport and Supporting Policies, and Strengthening the Whole Life Cycle Management of Battery Products.
In the Proposal on Accelerating the High Quality Development of Battery Energy Storage, Zeng Yuqun pointed out that new energy storage based on battery energy storage is an important technology and infrastructure to ensure the safe and stable operation of new power systems, and also an important support for achieving the "dual carbon" goal. In recent years, the domestic battery energy storage industry has grown rapidly, but the product mix has brought new safety and reliability challenges to the grid connected operation of large capacity battery energy storage systems.
Zeng Yuqun suggested that, first, a safety classification and evaluation system for battery energy storage systems based on failure probability should be established with reference to nuclear power level safety, and included in the bidding conditions for major projects to guide battery energy storage towards high-quality development with "nuclear power level safety" as the benchmark.
The second is to strengthen the testing, evaluation, and demonstration of electrochemical energy storage systems, and build an experimental verification platform for electrochemical energy storage, centering on the key field of large capacity, high safety, and high reliability battery energy storage integrated systems.
Third, strengthen the statistical release and sharing of battery energy storage data. It is recommended that the data classification and classification of the national energy storage platform be open to battery companies in an orderly manner, so that the battery company support platform can establish a more accurate safety warning model for energy storage power stations and provide data support for the continuous optimization of energy storage battery products. At the same time, it is recommended that the competent energy storage department and support institutions refer to the Ministry of Industry and Information Technology's entrustment to the Power Battery Alliance to publish monthly battery loading data from manufacturers, and regularly publish reliable data on the total amount of domestic energy storage battery connected to the grid and the manufacturer's connected to the grid, providing key data reference for the selection of power station equipment.
It is worth noting that on April 28th last year, the national new energy storage big data platform led by the General Electric Power Planning Institute was officially launched. The relevant person in charge of the National Energy Administration requires that during the trial operation of the platform, the competent energy departments of each province (region, city) and Xinjiang Construction Corps should do a good job in organizing data filling and reporting, and the General Electric Power Planning and Design Institute should do a good job in technical support of platform operation.
